INITIAL REVIEW (STEP ONE)
ADMINISTRATIVE HEARING (STEP TWO)
COURT APPEAL (STEP THREE)
Each person receiving a parking citation is entitled to participate in a three step contesting process. If the statutory time limits for the filing in each stage are not met, there is no appeal and all parking penalties and late fees must be paid.
Submit an Initial Review within 21 days from the date shown on your citation (or 14 days from the mailing date on the notice of delinquent parking violation) or you will lose your right to request an initial review. Furthermore, you will no longer be eligible to submit subsequent requests to contest the citation in question. (If you have already paid your citation, you have waived the option to contest the citation).

Initial Review requests may be submitted online, by telephone, by mail or in person. You will be given an opportunity to explain your situation within the request form.
Submit an Administrative Hearing request if you are dissatisfied with the results of the Initial Review. Administrative Hearings must be requested within 21 days from the mailing date of your Initial Review results.

You must submit all evidence and supporting documentation together with the Administrative Hearing Request form. Evidence examples include: copies of parking permits or disabled placards, documents or testimony of witnesses, photographs of the location where the vehicle was parked showing relevant signs posted or curb striping.
Submit a Court Appeal if you are dissatisfied with the results of the Administrative Hearing. You must request a Court Appeal by mail within 30 days of the mailing date of the Hearing Examiner's decision on your Administrative Hearing.

This appeal requires you to appear in the Court of the County where the parking citation was issued. The court requires a $25.00 filing fee to process an appeal.
